Abstract
This dissertation is a way of discussing the future of the Liberian Small-craft Program. The main objective is to develop regulations that could be useful if adopted by the program. The regulations are centred on safety appliances like fire equipment, lifesaving. aids to navigation and radio equipment. The historical development of the Liberian Maritime Program is briefly discussed as well as the need to address issues which concern small-craft, which should otherwise be operating under this program. The safety of small-craft is of great importance both internationally and locally. The importance of training ship personnel in handling the ship and its equipment is discussed. The importance of having a competent shore management is mentioned briefly. The Nordic Boat Standard for commercial vessels of less the 15 meters in length, the Caribbean Ship Safety Code and The Asian Regulations for less than convention sized vessels are briefly described. International conventions that could be useful in the operations of small-craft are reviewed and the importance of incorporating these convention requirements into the regulations for small-craft is discussed. The conclusion focused on the actions, which should be taken in order to have a prosperous program. A number of recommendations are made, which, when implemented will move the nation’s maritime activities ahead.
