Abstract
The dissertation is based on the author’s examination of the safety equipment requirements that have been established by Flag States on a national or regional level together with those developed as guidelines by recognised organizations. The first five chapters are a general description and examination of the regulations of a selection of Flag States and organisations that includes also the author’s analysis of various requirements that in his view may have been dealt with in a more complete manner. The captioned chapters are supplemented by 8 appendices that, in tabular form, present the safety equipment requirements. The tables, which have been prepared by the author, have served as the basis of the study. The concluding chapter presents a Safety Appliances Code that has been developed after conscientious consideration and adaptation of various regulations. The Code or the regulations contained herein, which may be incorporated in the Maltese maritime legislation, is intended to constitute a reasonable and practicable safety standard on board small ships through the controlled and monitored provision of life-saving appliances, fire fighting appliances and navigation equipment.
