Abstract

This dissertation is a study for improving maritime safety in Jordan with a focus on the marine engineers role. The topic evaluates the current situation of maritime authority structure and safety procedures in all maritime activities. The objective of this proposal is to set out general guidance to improve the planning, management and operational procedures of safety matters in all maritime fields in Jordan. The topic discusses four important areas deemed necessary to improve maritime safety in Jordan, with emphasis on the role of the marine engineer in each area. The first is administrative and management, the second is legal aspects, the third is the human factor, the fourth is technical aspects. It takes into account the existing resources available; infrastructure, economy, law/regulations and people attitude. The study considers available systems and standards related to maritime safety aspects at the international level, particularly, the International Maritime Organization (IMO) standards, and proposes, necessary and relevant recommendations to develop and improve, as far as possible, maritime safety in Jordan through the concept of thinking internationally and applying nationally. Marine engineers have a leading role to promote maritime safety by translating the ideas concerning safety matters into acceptable plans and workable, effective actions. Currently they are holding many key positions in maritime organisations. They are dealing with technical matters related to maritime safety and in particular, planning, management, inspection, survey, dry-docking, shipping companies, classification societies, maintenance and operation of ships and cargo handling equipment in ports.
