Abstract
The dissertation is an analytical of the factors affecting the survey quality and some solutions suggested to the Vietnam Register of Shipping as to improve the survey quality for sea-going ships. In chapters I and II, a brief look is taken of the overall view with regard to the Vietnam maritime industry and the role of the Vietnam Register of Shipping in assuring of maritime safety. In the reforming stage, due to the competition from the foreign classification societies on technical supervision for sea-going ships, the survey quality, which is the essential matters arising, is being considered by the Vietnam Register of Shipping. Thus, the factors effecting the survey quality, such as human factor, rule and regulation, investigation, high technology development, are also difficulties which Vietnam Register of Shipping is facing. Such factors are analysed and assessed in chapter III. For the time being, some solutions can be applied in order to improve the survey quality, such as establishment of rules and regulations with emphasis on application of Formal Safety Assessment, development of research work, informatization and training program for surveyor. These settlements are dealt with in chapter IV. In addition, the dissertation is concluded in chapter V.
