Abstract
The dissertation serves to highlight the need to have a proper safety system within the Saudi Coast Guard organisation (SCG), the agency within the Ministry of the Interior, whose main task is to ensure safety at sea, enforcement of laws in the territorial waters of the Kingdom, rescue at sea and supervision and control of fishing and excursion vessels. These great responsibilities need an integrated approach in order to achieve an organised safety system. Measures have been taken at the international level to improve safety at sea, such as STCW 95 and ISM Code. STCW 95 includes measures for the development of personnel competence to deal with duties on board vessels, and to be prepared for emergencies at sea. The ISM Code includes measures for implementing proper safety management system, specially those regarding the safe maintenance of vessels and equipment. Both have been examined by the author to determine the suitable standard for the use in the SCG. Finally, conclusions and recommendations are made for action to be taken by the SCG in order to introduce a proper safety system, which will result in improved safe operation of vessels and better performance standards.
