Abstract
Surveys and inspections are important maritime safety measures. But as effective tools for the improvement of maritime safety, they require some modicum of uniformity. This means procedures and guidelines must be clearly mapped out. This dissertation attempts to draw up a guideline and procedure for Iranian surveyors engaged in the survey and inspection of new buildings. This paper describes procedures and evaluates them in the light of new developments particularly the emphasis by the international maritime community for flag states to pay more attention to survey and inspection. A description of the Maritime Administration in Iran (PSO), shipbuilding and ship repairs in Iran, maritime legislation in Iran, special conditions in the Persian Gulf and the Caspian Sea, the different types of surveys and the relevance of some IMO conventions on the issue are discussed and analysed. Survey activities like sea trials, noise and vibration reports, ship structure surveys and the conditions under which they are carried out are given some consideration. The study is concluded with a number of very important suggestions to address the improvement identified.
