Abstract

Quick and safe handling of ships and cargoes are the prime objectives of an efficient port. It is evident that operational safety is the tool to enhance port efficiency. This thesis focuses attention on the need for Ghana Ports and Harbours Authority to guarantee the safety of personnel in handling ships cargoes, let alone the dangerous ones. The use of modern equipment in the operation of dangerous cargoes in packaged form and in containers has been highlighted. The quay transfer activities comprise a lot of risk-related functions where labour safety plays a dominant role. It is upon this background that, for safety and dockwork, the guidelines from the International Labour Organisation and the respective code of practice are vital suggestions that must be applied and controlled by an effective safety division. Security of the Cargoes and the protection of the port facilities constitute an important function of the port administration. Port users need quality service where minimum turnaround of ships and cargoes that are free from pilferage and damage are their prime concern. The key role of the security force to achieve these objectives, coupled with factors that could lead to protection of crew, passengers and their luggage’s are considered. The result of this research has led to the drawing up of a “oil spill contingency plan” as well as a “fire disaster plan “ for the port of Tema, being the major port dealing with the ship’s handling of crude oil and liquefied petroleum gas tankers respectively. Environmental concern is becoming more important in recent years and that has called for various management systems to see to address those issues. Pollution by oil. noxious substances and radioactive materials which are threats to the environment world-wide have been given special attention. Also, the provision of reception and treatment facilities for the main port of Tema, has been considered. The concluding chapter offers suggestions and recommendations, being measures that might be taken to ensure that the ports in Ghana become more safe, efficient and competitive.
