Abstract

Tanzania is claimed to be within the 39 countries in the world rated as the least developed. In such countries, do we need the best marine surveyors and the best surveying organisations? Surely yes. Even the most seriously sick people need the best doctors within the best hospitals for the most effective treatments. In this paper, the author has widely attempted to introduce the subject of ship and marine engineering surveys, inspections and certifications from its basic principles. The Tanzanian Maritime Administration has no marine surveyors. Neither has it recognised any one of the Classification Societies. Most ship surveys are being carried out by the foreign companies or Classification Societies represented in our neighbouring country Kenya. Only recently have a few Classification Societies started establishing local representation. They haven't developed much because they are being represented by Tanzanians who are already permanently employed by other companies. Moreover, the author has analysed and evaluated different possible means of recruiting qualified and experienced marine surveyors including the means to retain them. Details of how marine surveyors may perform their duties, including different types of surveys within the Maritime Administrations, Classification Societies and all other private surveying companies, have been discussed. However, the items listed below have been widely covered in this paper as a way towards improving ship surveys: 1. Shipping Industry in Tanzania, 2. Classification Societies, 3. Basic Surveying Principles, 4. Practical Surveying Activities, 5. Port State Control, and 6. High Technology on board new ships. Finally, a summary from all the chapters is made followed by conclusions and recommendations where items including the up-dating of the Tanzania's 1967 merchant shipping act, training and upgrading of surveyors, introduction of a regional co-operation on ship surveying activities, introduction of computerised operations, re-structuring of the Tanzanian Maritime Administration, expansion of the existing national wide maritime training institute have been discussed.
