Abstract
The objective of this paper is to suggest ways by which the safety of passenger carrying vessels within the territorial waters of Trinidad and Tobago can be improved. The major focus is premised on the need for the Maritime Service Division to implement international procedures and standards in keeping with the appropriate IMO Conventions i.e. The International Convention for the Safety of Life At Sea (SOLAS) and International Convention for the Prevention of Pollution from ships (MARPOL) . The necessity for training and the certification of officers and ratings on board vessels is highlighted and models of Training programmes suggested for the improvement of the quality of service offered by the Maritime Service Division of Trinidad and Tobago. Taking into account the provision of the STCW Convention. It is hoped that the ideas expressed will be of value to the decision makers and planners who have direct responsibility for the management of the coastal and inshore passenger vessels
