Abstract
The focus of this dissertation is to develop an approach which is aimed at dealing with the present situation relative to marine oil pollution and pollution control along the coast of Cape Verde, in order to determine the needed measures to be taken by the country’s maritime administration. In drawing up measures to deal with pollution, the government of a country should consider a variety of factors. For Cape Verde, this paper has briefly considered the following: the geographical and geological conditions; the oceanographic and meteorological conditions with particular reference to the current and wind direction; the priorities for protection such as amenity beaches and fisheries; the ships traffic within and outside the territorial waters; the actual situation of the country’s maritime administration with special attention to the national maritime legislation, international conventions and the organizational aspects of the administration; the probable source, risks and effects of oil pol1ution. Additionally, having considered the above cited factors and the limited amount of detailed information on Cape Verde, this work has suggested some guidelines for drawing up a national contingency plan, setting up the required clean-up organization and preparing the syllabuses for clean-up operation training courses. A number of recommendations, are also provided to the General Maritime Directorate (DGMP), as a contribution to its future development, including recommendations concerning the need for the ratification of the IMO oil pollution related conventions and reorganization of the work in some departments of the countries Maritime Administration.
