Abstract
Ports play a unique role as interface between sea and land modes of transport and serves as an economic stronghold of a country's economic development. Any neglect with respect to safety aspects of its operation will constitute a great economic loss. Considering massive investments in civil works, marine craft, handling equipment and manpower, particular attention is required and therefore should be paid to the safe management of these factors. Since efficiency and schedule keeping in the handling of vessels and cargo enhances productivity, safety aspects of such operations cannot be overlooked. There is the need to ensure safety and sustain them through operations at all levels of direct port operations, its related capacities and capabilities. This paper deals with the subject of Port Safety and Environmental Protection in Pakistan and is arranged in Five chapters supported by Annexures. The purpose is not an attempt to highlight the shortcomings nor could it rectify them but this is purely an attempt at underscoring the safety factors inherent to the industry under normal operating conditions and is suggesting that by adaptation and implementation of International Regulations and following practices of established systems and procedures of other developed countries, to create a safer environment and prevent unwanted occurrences thereby enhancing efficiency, protect workers and their skills, conserve equipment and property to improve production (services) and thus contribute ultimately to the gross national product.
