Abstract
The paper analyses the maritime safety affairs and practices presently existing in Guyana in order to find the most suitable solutions for its improvement. Arising out of this analysis a model is subsequently developed to effectively establish a functioning Maritime Safety Administration capable of fulfilling the present and future needs of the country in respect of safety of ships and personnel associated with them. The model fundamentally covers activities that fall within the ambit of Maritime Safety Administration namely casualty investigations, port state control and marine pollution prevention. The necessary infrastructure and legislation is also duly reflected.
