Abstract
This thesis analyses the Indonesian Maritime Safety Administration in order to find the most suitable solutions for its improvement. The role of the Maritime Safety Administration is to realize the importance of ship safety and prevention of pollution and develop the existing maritime transport sector. Indonesia has been a contracting state to most of the International Maritime Organization conventions, particularly those relating to ship safety and prevention of pollution from ships. This thesis covers only the procedure of ship safety control and prevention of pollution control of foreign ships coming into Indonesian ports. The main regulations governing a foreign ship in port are stated in international conventions and national legislations. The State can thus exercise enforcement over foreign ships in respect of offenses against national or international conventions. In order to implement these conventions, an Administration such as that of Indonesia, has to have standard operation procedures. This should enhance the performance of its Port State Control duties not only in territorial waters but also among South East Asian member countries, to make regional ship safety standards more uniform or to organize Memoranda Of Understanding .particularly on control of ASEAN ships in ASEAN ports.
