Abstract
This paper analyzes the Peruvian Maritime Safety Administration (PMSA) in order to find the most suitable solutions for its improvement. A short historical review lays the background to give the reader a better understanding of the Peruvian environment. Then, the PMSA is analyzed as a system. Some of the most developed maritime administrations in the world are described and considered as role models with emphasis on the factors that could apply to the PMSA. Concepts in theory of leadership, systematics, organization, management and ecology among others have been gather and then merged in various areas of the PMSA. Some of these concepts complement the new PMSA legislation. Specific solutions in various areas of the PMSA are-proposed in order to achieve the goal of improving the PMSA as a system.
